This is important to understand before you budget for a Jumeirah Park demolition project.

Approximately 90% of villas in Jumeirah Park are newly built. Most plots have already been developed.

The majority of demolition scope in this community is not full villa demolition — it is:

  • Demolition of existing foundations from previous or incomplete construction
  • Removal of under-constructed structures — columns, slabs, partial walls

Contractor Requirements — Trakhees Registration Is Mandatory

Before any work can begin in Jumeirah Park, your demolition contractor must be registered with Trakhees.

A contractor registered only with Dubai Municipality cannot legally operate here.

The Key Difference: Du NOC Under Trakhees

Under Dubai Municipality, Du approval is processed automatically and digitally through the DM online portal when a demolition application is submitted. No separate PDF is needed from Du under DM.

Under Trakhees, there is no such online integration. All NOCs — including Du — must be obtained separately as PDF hard copies and attached to the application manually.

This means the contractor must:

  1. Apply to DEWA separately — obtain PDF NOC
  2. Apply to Etisalat separately — obtain PDF NOC
  3. Apply to Du separately — obtain PDF NOC (this step does not exist under DM)
  4. Apply to RTA separately — obtain PDF NOC
  5. Apply to Drainage separately — obtain PDF NOC
  6. Compile all PDFs and submit to Trakhees

Contractors who are used to DM projects often miss the Du PDF requirement on their first Trakhees submission. This causes an immediate rejection and a 7 to 15 day delay before the next checking cycle.

Trakhees Permit Submission — Handle With Extreme Care

The Trakhees permit process requires precision. Any error — a missing document, an expired NOC, an incorrect plot reference — results in rejection.

After rejection, the next available checking date is typically 7 to 15 days later.

On a project with a contract value of AED 10,000–20,000, losing two weeks due to a document error is a serious impact on the project timeline and the client's construction schedule.

Nakheel Mobilization NOC — The Step Most Owners Don't Know About

This is the most surprising part of the Jumeirah Park demolition process for first-time clients.

After receiving Trakhees NOC approval, you still cannot mobilise to site.

There is a second mandatory approval required from Nakheel — the Mobilization / Modification Site Access Approval.

Jumeirah Park is a Nakheel master community. Even after Trakhees grants the demolition permit, Nakheel must approve physical site access for the contractor and equipment.

Required Documents for Nakheel Mobilization Approval:

  • Authorization Letter for Representative / Power of Attorney (POA)
  • Valid Plot Affection Plan
  • Trakhees Approval (the NOC already obtained)
  • NOC from Nakheel Marine Department — required if excavated soil is being shifted during day or night (Contact: marine.engineering@nakheel.com)
  • Additional requirements from plot owner — for company-owned plots only
  • Agreement with a Nakheel listed contractor for installation of PVC hoarding for all developments

The AED 25,000 Security Deposit — Owners Must Be Prepared

Once Nakheel verifies the mobilization documents, a security deposit of AED 25,000 is required before site access is granted.

This deposit is fully refundable — it is returned after the completion certificate is issued by Trakhees at the end of the project.

However, this amount must be paid by the property owner.

No demolition contractor will pay an AED 25,000 refundable deposit on a contract worth AED 10,000–20,000. The deposit amount is larger than the contract value itself.

⚠️ This is one of the most important things to communicate to property owners in Jumeirah Park before they sign any contract. Many clients are unaware of this requirement. Budgeting for this deposit must happen before the project starts — it is unavoidable.


Site Hoarding — How to Avoid the Fencing Requirement

Jumeirah Park has community fencing and boundary structures around many plots.

If your plot is already enclosed or covered by the existing Jumeirah Park community fencing, you may be able to avoid the separate site hoarding requirement.

To do this, attach clear, high-quality photographs of the existing community fencing around your plot when submitting the Nakheel mobilization documents. If the inspection team can confirm from the photos that the plot is adequately enclosed, the separate hoarding requirement can be waived.

This saves the cost of installing and removing temporary hoarding — a practical saving on a project with a small contract value.

Demolition Works — What Happens on Site

Once all approvals are in place and the deposit is paid, the demolition works begin.

In Jumeirah Park, this typically involves:

  • Breaking and removal of existing foundations
  • Demolition of columns, beams, and partial slabs
  • Careful manual demolition near plot boundaries
  • Mechanical breaking of concrete footings
  • Debris removal and responsible disposal

Completion Certificate — A Completely Different Process

The completion certificate process in Jumeirah Park is entirely different from standard Dubai Municipality projects.

Under DM, plot levelling is generally sufficient for the final inspection.

In Jumeirah Park, the Trakhees inspection team requires the following:

  1. Full plot levelling after all demolition and debris removal
  2. Excavation of specific areas across the plot — the inspector must visually confirm that no foundation or footing remains underground
  3. Only after the inspector physically verifies no subsurface structure remains can the excavated areas be backfilled
  4. The plot is then fully levelled and signed off
  5. Trakhees issues the completion certificate
  6. The completion certificate is submitted to Nakheel to trigger the AED 25,000 deposit refund

Is a DM-registered contractor enough for Jumeirah Park?
