Demolition Permit Process in Dubai – Step-by-Step Guide (2026 Update)

1️⃣ Mandatory NOCs for Demolition Projects

Before applying for a demolition permit, the following mandatory NOCs must be secured. These can be processed simultaneously, and there are no fees for the NOCs.

Authority

DEWA NOC - 15 days - Electrical and water disconnection, recovery of meters

Etisalat NOC - 15–20 days - Telecommunication device disconnection and recovery

RTA Drainage ENOC 2-7 days- Confirms no main drainage or gas line passes inside the plot; required certificate issued by RTA Drainage

Requirements: The contractor must be registered on the respective authority portals. Documents needed include:

• Plot owner ID
• Affection plan
• Disconnection request letters
• site photos including device
• Partial demolition works - Approved setting-out drawing clearly indicating the partial demolition area, with a minimum of four (4) coordinate points marked and referenced.

Please note that the owner is fully responsible for settling all outstanding amounts. Once all outstanding dues are cleared, DEWA will issue the NOC, similar to the process followed by Etisalat. Any pending telecommunication bills must be paid before the NOC can be released

2️⃣ DM Demolition Permit

Once all NOCs are secured, we apply for the Dubai Municipality (DM) demolition permit.

Application is submitted via Dubai Municipality’s Building Permit System (BPS).

• Processing Time: 5 working days
• Required Documents:
• All NOCs
• Public liability insurance
• Method of statement
• Demolition area and method on Approved setting-out drawing
• Completed application form owner signed and Dewa premise number
• Fees: Residential: ~175 AED (may vary) Commercial: ~650 AED - 

3️⃣ RTA Demolition & Fencing Permits

RTA Demolition Permit

• Processing Time: 48 hours
• Fee: 120 AED

RTA Fencing Permit

• Required for use of RTA interlocks or other RTA property during demolition works
• Processing Time: 7 working days
• RTA fencing drawing, site photos are mandatory documents
• Deposit: 3,000–6,000 AED (paid via contractor portal)
• Fee: 220 AED

RTA Access Permit

• Required to check vehicle and parking access
• RTA Acecc drawing, site photos are mandatory documents
• Processing Time: 7 days
• Charges depend on parking area usage
• Normal fees 220 Aed

4️⃣ Safety & Work Timing Regulations

• Mandatory: Scaffolding with complete covering for all demolition projects (ground floor or ground + one floor villas)
• Work Hours: 7:00 AM – 1:30 PM, rest 1:30 PM – 2:00 PM, resume 2:00 PM – 5:30 PM
• Night Works: Only allowed in areas like Gold Souq, Naif, Bur Dubai with police night work permit
• Weekend Works: Saturdays & Sundays – no noise-generating works
• Excavators & Jackhammers: Avoid in residential areas ( Saturday & Sunday )
• Certain industrial/commercial zones (Al Quoz, Umm Ramool, Al Khbeesi, DIC, DIP, Jebel Ali) allow flexible timings, except night work
• Follow the method of statement in the terms of demolition procedure.

5️⃣ Pre-Work Evaluation

Before starting demolition, the contractor must submit:

• Evaluation letter
• Recycling report
• DM & RTA documents

Inspection: DM site inspector typically visits within 2 days. No works can start without approval.

6️⃣ Post-Demolition Completion

After demolition:

• Level the site with sand
• Install iron barriers for safety
• Submit:
• Fees: 120 AED

Once inspected, DM issues the final completion certificate, officially closing the project.
