Demolition Permit Rejection in Dubai — Common Reasons & Exact Fixes (2026)

Most guides explain how to apply for a demolition permit in Dubai. Very few explain what happens when the application is returned or rejected — which happens on a significant share of first submissions.

This guide covers the top rejection reasons we encounter on real projects, and the exact steps to resolve each one.

Before reading: a rejection from Dubai Municipality is usually a return for correction, not a permanent refusal. Once the specific issue is fixed, you resubmit. A blocked plot is different — it requires investigation first.

1️⃣ Owner Name Mismatch

This is the most common reason for a returned application.

Problem: The name on the Emirates ID or passport does not exactly match the name on the plot's land registry record in the DM system. Even one letter difference causes a rejection. Common causes:

  • Transliteration differences (e.g. "Mohammad" vs "Mohammed")
  • A name change not updated in the land registry
  • Inherited property still in the deceased owner's name
  • Company trade name different from the registered legal name on the title deed

Fix:

  1. Obtain the current title deed from Dubai Land Department (DLD) and confirm the exact registered name
  2. Compare character-by-character against the Emirates ID
  3. If it is a transliteration issue, apply at DLD to update the land registry — bring Emirates ID, passport, and title deed
  4. If the plot is inherited, transfer the title deed to the current owner first. Dubai Courts probate documentation is required
  5. After DLD updates the record, wait 1–3 working days for the DM portal to sync before resubmitting

⚠️ Time impact: Simple transliteration correction = 2–5 working days. Inheritance transfer = several weeks. Do not resubmit until the DLD record matches exactly.


2️⃣ Incomplete or Missing NOCs from Utility Authorities

Problem: Dubai Municipality will not process a demolition permit without all three mandatory NOCs. If any NOC is missing, expired, or has a different plot number than the application, it is returned.

The three mandatory NOCs are:

  • DEWA NOC – electricity and water disconnection (15 days)
  • Etisalat / du NOC – telecom disconnection (15–20 days)
  • RTA Drainage NOC – confirms no main drainage or gas line passes through the plot (2–7 days)

Fix:

  1. Apply for all three NOCs simultaneously, not one after the other — running them in parallel saves up to 3 weeks
  2. Before uploading, verify the plot number and owner name on each NOC exactly matches the DM application
  3. For DEWA: settle all outstanding bills first. DEWA will not release the NOC while any balance is unpaid. Meters must also be physically removed and returned
  4. For Etisalat/du: settle all telecom bills and confirm the device has been disconnected
  5. For RTA Drainage: submit site photos and the affection plan. If a main drainage or gas line runs through the plot, a diversion must be arranged — this adds significant time
  6. Upload all NOCs as PDF exactly as issued by the authority — do not reformat

3️⃣ Plot Blocked in the DM System

A blocked plot is different from a document error. The DM portal will not allow any application to proceed for that plot until the block is lifted.

Problem: Common causes of a block:

  • An old construction or modification permit was never closed with a completion certificate
  • A prior demolition permit was issued but never finalised
  • There is a legal dispute or court order on the plot
  • An outstanding violation is registered against the building
  • There is an active municipality inspection or complaint on record

Fix:

  1. Submit an inquiry at the Dubai Municipality customer service counter (or via the DM portal) requesting the specific reason for the block on your plot number                                                                                                                                                                                                                            If the block is due to an unclosed construction or modification permit:

    This is one of the most common plot block situations in Dubai Municipality.

    In many cases, you do not need a consultant just to remove the block.

    For modification permits in pending stage:

    The contractor can submit a general message through the DM contractor portal requesting cancellation of the existing modification permit.

    Documents typically required:

    • DM permit cancellation form
    • Owner Emirates ID
    • Affection plan
    • Current site photos
    • Owner NOC requesting cancellation
    • Contractor commitment letter confirming that a demolition permit will be obtained within 15 days after cancellation of the modification permit

    Processing time:

    Typically 4–5 working days if documents are complete.

    After approval, Dubai Municipality will cancel the pending modification permit and remove the block from the plot.


    For uncompleted construction permits:

    The same cancellation process is generally followed through the contractor portal with supporting documents.

    Once the construction permit is cancelled:

    • A new building card must usually be created based on:
      • available setting-out drawings
      • actual site condition
    • The demolition application is then submitted using the updated building card and current site status

    ⚠️ This step is important because the old construction record in the DM system may not match the actual condition of the building on site.

  2. If the block is due to an outstanding violation: obtain the violation number, pay the fines, and apply for violation clearance through the DM Violations department
  3. If there is a legal dispute or court order: the block cannot be lifted without a court clearance document. Engage a UAE-registered lawyer
  4. After the issue is resolved, get written confirmation from DM that the block is lifted before preparing the full application

⚠️ Important: A block caused by a missing completion certificate from a prior construction project is very common — and entirely avoidable. Always obtain the completion certificate when construction ends.


4️⃣ Building Card Errors (Area Mismatch or Missing Record)

Problem: The DM portal links your application directly to the Building Card — the official digital record of the building's area, usage, and completion date. Any mismatch between the building card and what you submit will return the application. This is especially common for partial demolition.

Common errors:

  • No building card exists (building constructed without a formal completion certificate)
  • Boundary walls, yards, or open sheds listed as Built-Up Area (BUA) instead of separately
  • Wrong demolition type selected (full vs partial)
  • Area deduction does not match the partial demolition zone

Fix:

  1. Search the DM portal by plot number before submitting. If no building card exists, use "Add Missing Building" and fill in all fields: building usage, sub-usage, type, and approximate completion date
  2. Add each internal space separately to the BUA total. Do not include boundary walls, yards, or external slabs in BUA — list these as non-BUA outdoor areas
  3. For partial demolition, the area being removed must be specified and deducted accurately. Even a 1 m² error causes a return
  4. If no approved drawings exist including building card and the owner wants to retain boundary walls, a DM-approved consultant must be engaged to prepare drawings and correct the building card
  5. Full demolition does not require a building card or existing drawings — it has a faster approval path

5️⃣ Contractor Not Registered or Approval Lapsed

Problem: The demolition contractor named on the application must be currently registered and approved in the DM system. If registration has expired, the contractor's classification does not cover the project scope, or the signatory does not match the DM file, the application is returned.

Fix:

  1. Before engaging a contractor, verify their current DM approval status directly on the DM portal — do not rely on a copy of an old approval certificate
  2. Confirm the contractor's classification covers the type and size of the structure to be demolished
  3. Ensure the responsible engineer on the application is the one registered with DM for that company
  4. If the contractor's registration has lapsed, renewal must be completed first — this typically takes 5–10 working days

6️⃣ Incomplete Documentation Package

Problem: Missing documents — or documents that do not match each other — will result in a return. The DM reviewer will not process an application with gaps.

Common missing items:

  • No affection plan (or an outdated one)
  • Site photos missing or not clearly showing the structure and utility meters
  •  demolition layout show on irevalance drawing.
  • No Power of Attorney when the applicant is not the registered owner
  • Documents uploaded in incorrect format or poor resolution

Fix:

  1. Obtain a current affection plan from Dubai Land Department — do not use one more than 6 months old
  2. Take clear site photos showing: the building exterior from all sides, DEWA electricity and water meters, and the plot boundary
  3.  For all demolition applications (full or partial), the demolition scope must be clearly shown in an approved setting-out drawing. Dubai Municipality does not accept general floor plans, conceptual layouts, or any non-approved drawings for demolition approval. Only a DM-approved setting-out drawing with clearly marked demolition boundaries and reference details will be accepted for processing
  4. If applying on behalf of the owner, include a notarized Power of Attorney. For Marehan 2 plot owners this is mandatory
  5. Upload all documents as clear, high-resolution PDFs

✅ Pre-Submission Checklist (Avoid Rejection Before It Happens)

Run through this before submitting — it prevents most first-submission rejections:

  • ☐ Owner name on title deed matches Emirates ID exactly, character by character
  • ☐ DM portal checked — no plot block, no open construction or modification permit
  • ☐ All 3 NOCs applied for simultaneously (DEWA, Etisalat/du, RTA Drainage)
  • ☐ All outstanding DEWA and Etisalat bills settled
  • ☐ Contractor's DM registration is current and covers the scope of work
  • ☐ Responsible engineer on application matches the DM contractor file
  • ☐ Current affection plan obtained (within 6 months)
  • ☐ Clear site photos taken: all building sides, DEWA meters, plot boundary
  • ☐ Full vs partial demolition confirmed before applying
  • ☐ For partial: DM-approved consultant engaged, approved setting-out drawing with 4+ coordinate points ready
  • ☐ For partial: building card area verified and corrected
  • ☐ If acting under POA: notarised Power of Attorney included

📌 Special Note on Partial Demolition Rejections

Partial demolition applications are returned at a much higher rate than full demolition. The reason: full demolition is straightforward to document. Partial demolition requires the DM system to know exactly what is being removed and what stays — which depends on approved drawings, an accurate building card, and specific coordinate points.
