Dubai Investment Park is a master-planned mixed-use development managed by Dubai Investments Park Development Co. LLC. Unlike most areas where Dubai Municipality (DM) is the sole authority, DIP operates as a semi-autonomous zone with its own regulatory layer.
This means that even after you obtain your DM permit, you are not cleared to start work. You must separately obtain a DIP NOC before any demolition or construction activity begins on site.
Two Types of Demolition in DIP — and Which Permits Apply
1. Full Structural / External Demolition
For any work that involves structural elements — foundations, load-bearing walls, external envelope, or anything that changes the built footprint — you need both of the following:
- Dubai Municipality Demolition Permit (DM)
- DIP NOC (Dubai Investment Park NOC)
Neither replaces the other. The DM permit does not authorize you to start at DIP, and DIP will not issue its NOC without your DM permit in hand.
2. Interior Fit-Out Demolition Only
This is where many contractors assume they need nothing — and they're half right.
If your scope is limited to interior elements only — removing gypsum partitions, block walls, wall cladding, flooring, false ceilings, and similar fit-out components — with no structural modifications, then:
- DM Permit: Not required
- DIP NOC: Still mandatory

Documents Required for DIP NOC Submission
Regardless of whether your job requires a DM permit or not, the DIP NOC submission must include:
- Dubai Municipality Demolition Permit (for structural works only — not required for interior fit-out)
- Work Schedule
- Method Statement
- Demolition Drawing

- Trade License Copy (of the demolition contractor)
- Deposit Slip for AED 10,000 security deposit
The AED 10,000 Security Deposit
This is a refundable deposit paid to Dubai Investments Park Development Co. LLC. It is not a fee — it is a security deposit that guarantees the contractor will comply with all DIP site regulations.
How to pay: Bank transfer to DIP's account or direct deposit. DIP will provide the account details upon request.
When you get it back: The deposit is refunded after project completion, subject to a site inspection by DIP authority confirming no damage to DIP infrastructure. A receipt of the deposit slip must be submitted as part of the NOC application, and the refund process typically takes approximately 4 weeks after completion.
What you need to get the deposit back:
- Completion Certificate from Dubai Municipality
- Dip issued Receipt of your deposit.
- Owner No Objection Letter (if the applicant is the owner), or Tenant Letter (if the applicant is a tenant)
The Undertaking Letter
Initially DIP will verify the scope of works and Drawings DIP will send you an undertaking letter outlining their site regulations. You must:
- Sign the letter
- Stamp it with the company stamp
- Return it along with the full document package
Only after this step is the NOC formally issued and work can begin.
DIP NOC Conditions — What You're Agreeing To
When you sign the undertaking letter, you are accepting the following obligations. These are non-negotiable:
Site Operations
- Work hours are strictly 7:00 AM to 5:00 PM. No work is permitted after 5 PM without a separate night-shift NOC from both DM and DIP.
- Summer work hour restrictions as specified by DM must be adhered to.
- Stringent safety standards must be maintained at all times.
- The contractor must barricade all working areas and is fully responsible for building safety.
Materials and Waste
- No construction materials or sand may be stored outside plot boundaries.
- Sand cannot be moved outside DIP without a prior NOC from both DM and DIP.
- Backfilling materials or subkha cannot be brought in from outside DIP without NOC from both authorities.
- All loading and unloading must occur within plot boundaries.
- A garbage trolley must be provided for daily use during works.
- The contractor must clean adjacent roads and site entrances and exits daily.
- Debris must be regularly shifted to the DM yard, and the contractor must provide access slips to the DM tip yard.
- No materials of any kind should remain on DIP land after completion of works.
Traffic and Access
- Parking of trailers on roads or roadsides is strictly prohibited.
- Cranes are not permitted to use DIP roads during steel erection.
- Both light and heavy vehicle access routes must be followed. Subcontractors and suppliers must use designated routes.
- Interlocking must be installed at construction entrances and exits before works begin.
Infrastructure Protection
- Fire hydrants must remain accessible and unobstructed at all times.
- The contractor is liable for any damage to DIP infrastructure — including fire hydrants, road signage, asphalt, and landscaping. Damage to services like irrigation pipes will be rectified at the contractor's expense.
- The Final Inspection Chamber (FIC) must be constructed per DIP's as-built drawings and must not be connected without DIP approval. Penalties apply for violations.
Compliance and Oversight
- The contractor is responsible for informing all staff of these regulations and distributing copies of the NOC.
- The contractor is responsible for violations committed by subcontractors.
- DIP has the right to stop work at its discretion in any case of contractor violations.

Step-by-Step Process for Demolition in DIP
Step 1 — Determine Your Scope Confirm whether your demolition is structural/external or interior fit-out only. This determines whether you need a DM permit.
Step 2 — Obtain DM Permit (if required) For structural demolition, apply through Dubai Municipality's portal with your demolition drawings, method statement, and engineer approvals.
Step 3 — Share the documents by email- trade license and contact details- documents and get the undertaking letter
Step 3 — Pay the AED 10,000 Deposit Transfer to or deposit into DIP's account. Collect your deposit slip — you will need it for the NOC application and for the deposit refund.

Step 5 — Submit NOC Application to DIP Submit the document package to DIP's development management Email.
Step 7 — Receive DIP NOC and Begin Work Once the NOC is issued, works can commence — strictly within the approved hours and conditions.
Step 8 — Complete Works and Arrange DIP Site Inspection Notify DIP upon completion. A site inspection will be carried out by DIP authority to verify the site is clean and no infrastructure has been damaged.
Step 9 — Collect Deposit Refund Submit your DM Completion Certificate, deposit slip receipt, and owner/tenant NOC letter to claim the AED 10,000 refund. Allow approximately 4 weeks for processing.
Key Differences: DIP Industrial vs. Residential Plots
DIP is a mixed-use zone with industrial, commercial, and residential sub-communities. While the NOC process applies across the board, a few practical differences exist:
Industrial Plots (warehouses, factories, logistics)
- Higher likelihood of interior fit-out-only demolition, which skips the DM permit requirement.
- Debris volumes tend to be larger — confirm DM tip yard access slips are arranged before works start.
- Crane and heavy vehicle movement must follow DIP's designated routes strictly.
Residential Plots (villas, townhouses)
- Full structural demolition is more common, so DM permit is almost always required alongside DIP NOC.

Common Mistakes Contractors Make in DIP
